This is Khannur von Clawde, a tiger who is an extremely wealthy businessman who is the dominant economic force in Hollywild, and often plays at antagonist role in the series. 

Here in this picture, he is eavesdropping on a conversation shared by two of his employees and believes he can use this secret to his advantage.

He is a rather elegant but selfish business tycoon who takes enjoyment out of running small companies out of business with a sense of ruthlessness to skirt around the law as he chooses. He also has the hots for Selena Saphyre, and sometimes thinks of plans to convince her to work for him. And unfortunately for comedian Phlox, von Clawde has no sense of humor.
