Sleazy Cecil is just as good a con artist as Blake T. Wolf, but lacks the charm and, of course, the good looks of his competitor. Sometimes Cecil and Blake end up working together on occasion, usually because they share something in common: a strong disliking for Scamp Rabbit. Conniving, small-minded, and greedy to a fault, Cecil prizes money above everything else, and will go to any lengths to get it, only if he finds ways to cut corners in the process. His cons range from false advertisement to cross dressing to bootlegging. His main target is Scamp, since he was once a celebrity. But once Scamp realizes he's been hoodwinked, he fights back with an even more elaborate scam.
